Current Programs




The Partnership is launching three new programs that are designed to help its member agencies make the changes required by the 10-year plan and overcome roadblocks in the implementation of the plan:


The Chicago Homeless System Mapping Project

The Chicago Homeless System Mapping Project will create a database and series of maps—both flat and web-based—that will provide a visual picture of Chicago's homeless system. This project will produce a full understanding of the current homeless system by geography, service type, and agency strengths, as well as provide a perspective on the future of the homeless system as programs plan their changes.

The Mapping Project will provide a comprehensive view of Chicago's homeless system as it undergoes its transition according to the 10-year plan, and will be a key tool in planning for future changes.

This project is sponsored by the Prince Charitable Trusts.


The Conversion Roundtable

Small community-based agencies are vital to the success of Chicago's 10-year plan to end homelessness. These agencies have direct connections to many of the hardest-to-serve clients. However, with limited staff and resources and unrelenting demands for service, these agencies are facing challenges complying with Chicago's 10-year plan.

The Partnership will convene 10 of these agencies in the Conversion Roundtable, a program designed to facilitate group discussion and problem-solving to help agencies convert from a shelter-based system to one that focuses on permanent housing. Areas that will be covered include the models in the 10-year plan, capacity-building, funding requirements, and opportunities for mentoring and/or technical assistance.

The Partnership Board will conduct a process to select the agencies to participate in the Conversion Roundtable. To be eligible, an agency must:
      • Be a Partnership member in good standing;
      • Be a community-based organization;*
      • Have an agency budget under $1 million; and
      • Be able to commit one staff person to attend five meetings over eight
        months.
The Conversion Roundtable will be launched in early spring, 2005.

* For this program, a community-based organization must meet two of the following three criteria:
  • Programs located in a community meet the unique needs of the people in that community;
  • Programs located in a community have leadership from residents/stakeholders of that community;
  • Programs located in a community have partnerships within that community, such as service linkages, and/or relationships with landlords, institutions, or public officials.



  • Life Enhancement Roundtable

    The city of Chicago's 10-year plan envisions a full range of housing and services for people who are homeless. However, gaps exist in the models for serving those who are particularly challenged in their ability to maintain permanent housing.

    Most service providers agree that about 50% of their clients could move readily into permanent housing, if available. The other 50% are more vulnerable due to a serious mental illness, addiction issues, or to a complex constellation of challenges.

    The Life Enhancement Roundtable will convene Partnership members to begin to address how to best serve this "other 50%." Over the course of the year, participants will meet four times in a Roundtable format to identify potential solutions to the issue. Activities will include:
  • Defining this harder-to-serve population;
  • Creating a concept paper that summarizes models across the country for serving harder-to-serve clients;
  • Meeting with experts from Chicago and other locales;
  • Developing models for Chicago;
  • Developing a process for launching demonstration projects in Chicago.


  • The Life Enhancement Roundtable will be open to all Partnership members who wish to participate and will commit to attend all four two-hour meetings. The Roundtable will be launched in early spring, 2005.
